Respected Colleagues

I express my heartfelt thanks and sincere gratitude to you all for reposing confidence in me and giving me the honor to shoulder the responsibilities of the Honorary State Secretary of this acclaimed organization for the session 2017-19.

I again offer my sincere thanks and congratulate you all for your active participation, whole hearted support in discharging the duties during the session which was full of challenges, actions, magnitude of organizational development, promotional as well as supportive project activities, accomplishment and recognitions at National and State level.

The Commencement…

After a very successful State Conference, 33rd Medimeet at Tinsukia the novel chronicle of newly elected office bearers of IMA Assam State Branch started with Dr. Hiranmay Adhikary as the President Dr. Atul Kumar Kalita as Honorary State Secretary and Dr. Hemanga Baishya as Hony. State Finance Secretary for the session 2017-19. 

I on behalf of IMA ASB congratulate the host Tinsukia Branch for organizing a great and successful conference in every aspect by their exemplary intensive efforts. I, on behalf of IMA ASB, thank the Medimeet Organizer Tinsukia Branch from the core of my heart for their contribution of Rs 50,000.00 (Fifty Thousand) towards IMA ASB Fund at a juncture when there was negative balance in liquid money when we took over the charges. Tinsukia Branch deserves our gratitude for this supportive act towards the organization.

Intensely growing membership strength…

Our present membership strength is 3385 and we have added as many as 607 members (last biennial 375) New Life Members in last 2 years, maintaining a magnitude of enormous membership growth despite the different odds in membership fees. I must thank and congratulate the branches and members responding to our call for membership drive during IMA ASB membership Yatra Campaign and all along. We should give a good round of applause to Dibrugarh Branch for adding 173 Life Members and also Dispur, Cachar, Nagaon branches for adding members respectively.

Dr. Bedanta Bhuyan of Dibrugarh branch has proposed 156 new Life Members during the session.

It is my delightful privilege to declare that we have been successful in opening 4 new branches at

Financial Condition…

Our last audited financial report reflects a considerable surplus of in liquid money which is mostly due to our prudent financial management and your support despite of inheritance of negative balance of liquid money. Now we are in a sound state and after meeting the liabilities we shall be leaving a surplus amount, and as per constitutional provisions process for fixing an amount of Rs. 2 lakhs from state share of membership fees has been initiated.

Financial contribution to HQ Fund…

Responding to a call of the HQ, IMA Assam State Branch contributed Rs. 75,000/ and Rs. 50000/in two installments during Dilli Chalo and during IMA Mahapanchayat.

IMA ASB MSN Meet on 25th March’17 at Tinsukia

A lively interactive discussion on doctor patient relationship was held in the student meet which was well represented by the students of almost all the medical colleges of Assam.

Dr. A. K. Bhattachryya, Dr. N. N. Ganguly, Dr. A. K. Kalita, Dr. R. Sarmah and others deliberated on the subject. The state committee of IMA MSN was formed with Dr. A.K. Kalita as State Co-ordinator, Dr. A. K. Bhattacharyya as State Co- coordinator, Mr. Rupankar Nandi as State Student Convener , Miss Shibangi Sahu as State Student Co-convener with representative college student conveners and member co-coordinator from each Medical Colleges of Assam.

Ordinary State Council Meeting

Held on 26th March 2017 at Hotel Aroma Regency, Tinsukia decided to open a bank account in the name of IMA ASB Building fund as per constitutional provision. The account opened and the very first contribution to fund were Dr. T. Roychoudhury Rs. 5000 and Dr. S. Haque Rs. 1000. We applaud them for their torch bearing initiative.

The construction amendment proposal from Dr. A. K. Kalita passed by SCM 2017 on 24th March’17 were duly confirmed.

Amended Constitution…

The constitution of IMA Assam State Branch, suitably amended and accepted in the last State Council Meeting at Tinsukia and duly ratified by the Ordinary State Council on 26th March’17. The amended part is printed in the State Council Meeting 2019 booklet.

State Working Committee Meetings…

I thank the local branch leaders for inviting the SWCs and holding them successfully; and also SWC members for travelling to attend these meetings. I must mention here that the Tezpur Branch has earned the distinction of regularly attending all these SWC Meetings.

(i)145th SWC Meeting was hosted by Kokrajhar Branch with wonderful arrangements. Dr. Rajumoni Sarmah, Joint Secretary, opined to have some investment policies under which fund can be used for better return

Dr. S. Borah, Vice President said that a meeting of all hospitals will be called where HBI National Secretary Dr. Lele will be present. It was decided that new bank accounts will be opened in nationalized bank as per resolutions of ordinary State Council meeting in conjunction with rules & bye laws, constitution of IMA ASB and different wings.

(ii)146th SWC Meeting :Hotel Swagat, North Lakhimpur, on 8th October ‘17

Heartiest congratulations to IMA North Lakhimpur Branch which is led from the front by the dynamic leaders like Dr. A.Dihingia, President and Dr. Debajit Borah Hony. Secretary. They have done a marvelous job in organizing the SWC so very successfully with so warm hospitality.

Representatives of only Seven (7) local branches attended the meeting, though the number should have been more. Different issues were discussed; it is worth mentioning that IMA Tezpur Branch has proposed that the upcoming Medical College at North Lakhimpur should be named after Lokabandhu Dr. B. Barooah.

(iii) 147th SWC Meeting held at Tezpur on 18th February 2018

I congratulate IMA Tezpur Branch for doing a marvelous job in organizing the SWC very successfully which witnessed a good number of participation.

Members from 16 (Sixteen) local branches attended the meeting, quite good number though it should have been more. Membership Certificates were distributed ceremoniously. State Student Council meeting was organized and Dr. A. K. Bhattacharjya was entrusted as the State Coordinator on request from HSS Cum State coordinator & National Joint Secretary of IMA MSN Dr. A. K. Kalita.

(iv)148th SWC Meeting held at Dispur on 6th May 2018

I congratulate IMA Dispur Branch for the splendid job in organizing the SWC very successfully with a good number of participation.

  • Members from various local branches attended the meeting, quite good number though it should have been more.
  • IMA ASB MPH was formally launched. The house reprimanded the stand taken by the President for his stand in the attempt for formation of NE IMA.
  • The house unanimously adapted the following resolution:

Resolution No. 2 of 148th SWC of IMA ASB:

“Regarding formation of North East Council / Chapter detail discussion was done in the 148th SWC meeting held at Hotel Rajdhani Regency, Guwahati on 6th May 2018.

All the respected members debated and deliberated about various issues related to the suggestion by the IMA HQ and finally it was resolved that the IMA Assam State will maintain its identity and will continue to remain as an independent state branch as other state branches in India. However the Assam State Branch will honor the sentiment of the IMA HQ to develop the state branches of north eastern region and will continue to play the role of the adviser. It will guide and support the other state branches to attain great height too.

The idea of north east conclave is great and may be held periodically in one of the states to increase professional bonding amongst the IMA Members of the states of the North East region.

The above decision of SWC is as per the constitution of IMA.”

The house applauded Dr. D. C. Borah for his voluntary contribution of Rs. 20000 for WDW activities.

(v) 149th SWC Meeting held at Barpeta Road on 19th August 2019

IMA Barpeta Road Branch did a superb job in organizing the SWC very successfully. West Zone Secretary Dr. S. Das has been entrusted for revival of Abhayapuri ,Bilasipara Branch and formation of new branch in South Salmara with support from State office. Dr. H. K. Borah, Past President IMA ASB was nominated as Election Officer for IMA ASB election for 2019-21 Session. The meeting put emphasis on having National and IMA flag. Non receipt of quarterly report from branches was another concern discussed in the meeting.

(vi) The 150th SWC was organized at IMA House on 24th February 2019

The SWC meeting was attended by good number of delegates and discussion on various issues were done. Delegates were felicitated with warmth and affection. The audit report was discussed thoroughly necessary corrections were advised. The house encouragingly offered guiding opinions regarding organizational preparations for success of the conference. The house approved the appeal from HSS for publishing a special issue of IMA ASB Calling when thematter wasraised by Dr.M. K. Sen; and decided to raise Rs 500 each from the SWC members towards the publishing cost of IMA Calling.

217th CWC meeting at Kolkata

CWC meeting held at Hotel Oberoi Grand ,Kolkata held on 15th & 16th April’17 was attended by HSS Dr. A. K. Kalita.

218 CWC Meeting at New Delhi

Was attended by Dr. H. adhikary President, Dr. S. Borah, Vice President and Dr. A. K. Kalita, Hony State Secetary.

219th CWC at Ahmedabad in April’18

We have been officially demanding not to organize CWC during Bihu. This CWC was attended by Dr. H. Adhikary, President and Dr. S. Borah, CWC Member. In this CWC Assam State Branch was awarded for exceptionally glowing display during IMA Yatra, Mahapanchyat, Chatra Sansad under stewardship of HSS with support from the State President and accomplishing services from branches, members and students.

220th CWC at Indore in 17th -18th November 2018

The CWC was attended by Dr. H. Adhikary, President and Dr. A. K. Kalita, HSS. Dr. Kalita put proposal for building grant to state and branches under IMA ASB. The proposal was again resent latter.

78th Central Council Meeting & IMA NATCON held at Mumbai on 27-28th Dec’17

Central Council Meeting was held at Hotel Lalit, Mumbai on 27th & 28th Dec’17. It was attended by President Dr. H Adhikary, HSS Dr. A. K. Kalita, Dr. P. K. Sarmah, Dr. A. Saikia, Dr. K. Timung, Dr. C.K Borah, Dr. (Mrs) C. Borah. It is a matter to rejoice that IMA Assam State Branch was able to receive 3 National Awards namely

  1. National President’s Appreciation Award to a Best Adjusted State President to Dr. Hiranmay Adhikary (2016-17).
  2. National President’s Appreciation award to Dr. Atul Kumar Kalita (Hony Local Branch Secretary Tezpur 2016-17).
  3. IMA National Best Bulletin Award (2016-17) to IMA Tezpur Branch under publication Category.

79th Meeting of the Central Council and IMA National Conference Natcon 2018:

Natcon 2018 held at Bangalore was attended by a strong team from Assam. We are proud that we could bag four National Awards this time – two Branch Awards and two Individual Awards namely

  1. Best IMA Local Branch Rotating Trophy of Dr. N.S. Chandra Bose (For Medium Branch 101 – 500 members) to Dibrugarh Branch
  2. IMA Best CME / Scientific Programme Award to Sivasagar Branch
  3. IMA National President’s Appreciation Award for Distinguished Services 2017-18 to Dr. Atul Kumar Kalita
  4. IMA National President’s Appreciation Award for Best adjudged Honorary Secretary of a Local Branch to Dr. Arup Kr. Patoa.

Sate President and Hony Secretaries meet

The meeting held at Kovalam, Kerala on 2nd to 4th Feb’18 was attended by President and Hony. Secretary. Decision were taken on continuing the momentum gained against NMC, to continue meeting MPs/ PSC members, sending memorandum, letters. Emphasis was put on Mission Pink Health, activities of different wings, schemes, NMC, CEA, IMA Yatra, and other important projects of IMA. In the State Presidents and Secretaries Meet held on February 3-4, 2018, it was decided that either the President or Secretary of the State Branch, if he/she is not a member of CWC, should attend the meeting of CWC as Special Invitee without voting rights. His/her local hospitality will be taken care of by the hosts, while his travel will be taken care of by the respective State.

National Initiative for Safe Sound (NISS)

IMA Assam State Branch observed No Horn Day on 26th April'17,on the occasion of International Day for Noise Awareness under NISS the following programs were observed:

  1. Adopting 'No Horn' on 26th April 2017 by members.
  2. Public Awareness Meetings 
  3. Poster and banner display in the city.
  4. Awareness in different Schools, Police Stations,
  5. DTO offices also cooperated by removing extra horns.
  6. Taking up no horn zone projects near schools in some districts
  7.  TV show in collaboration with NEBAOI
  • Awareness meeting organized by IMA ASB at Tezpur was attended by good number of public, patients and they were addressed by Dr. Shyama Saikia, Vice President of IMA Tezpur, Dr. Atul Kr. Kalita, Honorary State Secretary, IMA Assam State Branch. Resource persons were Dr. Tilak Bhattacharjee, Senior, ENT Specialist, Binay Baishya , Audiologist.
  • TV show was participated by Dr. Swagata Khanna, Dr. Satyabrata Phukan and Dispur Branch Secretary Dr.Manjima Baishya Ganguli. Specially praiseworthy activities were taken up by various local branches specially Sivsagar, Cachar, Guwahati, Dispur and others.

National Black Day observation

Indian Medical Association Assam State Branch observed ‘National Black Day’ on 27th April’17. : 

As declared and guided by IMA HQ along with all other States all the Branches of IMA Assam State Branch all over the state observed ‘ Pan India National Black Day’ on 27-04-17 against undemocratic, draconian West Bengal Clinical Establishment Act. The observations were peaceful demonstration of solidarity with the suffering doctors of West Bengal.

The following actions were taken up all over the state by IMA Members:

  1. Black Badges were worn by members of IMA..
  2. Hospitals and clinics displayed black cloth in their notice board with explanatory slogans.
  3. State branch sent e mail opposing the Act to the Chief Minister of West Bengal

Special Emergency Meeting

As per directive of IMA HQ one emergency meeting was organized on 27th of May 2017 at IMA House Guwahati on single point agenda of Dilli Chalo IMA Protest March and movement. I must thank all the participants for fruitful discussion, Guwahati Branch President Dr. NN Barman, Hony Secretary Dr. Manoj Kr. Choudhury for their immense help in materializing the meeting. I express special gratitude to Dr. M. K. Choudhury.

CME Program at Guwahati

President Dr. H. Adhikary and Hony State Secretary Dr. A. K. Kalita attended a CME program organized by IMA Guwahati Branch on 27th May 2017 at Hotel Landmark.

North East Leaders Summit 2017

The second North East Leadership Summit 2017 was organized at Imphal hosted by IMA Manipur State Branch on 28th May 2017. The summit was graced and addressed by HSG Dr. R.N. Tandon , Hony Finance Secretary Dr. V.K. Monga and attended by President Dr. H. Adhikary, Vice President Dr. S. Borah, Hony State Secretary Dr. A. K. Kalita. Intensification of IMA activities in North Eastern States, Dilli Chalo Protest movement and other important issues were points of discussion in the summit.

North East Leadership Meet at Mizoram

The meet was attended by IMA ASB President, HSS, VP, HSFS from 6th to 7th April’18. As per wish of the National President there was an out of the agenda discussion on formation of a structure of IMA in North East. A draft proposal was already prepared which needs to be moved as per constitutional provisions.

4th IMA Conclave of North Eastern States , Itanagar.

A two day Meet was held at Itanagar, arunachal Pradesh on 18th and 19th February under the aegis of IMA, Arunachal Pradesh.

The resolution of 148th SWC meeting opposing formation of NE IMA has again been put forwarded as directed by 2 consecutive SWCs and it was uphold and the yearly event was termed as IMA Conclave of North Eastern States.

Visit to Medical Colleges by IMA ASB leaders

Discussions with College Authorities, Teachers Associations, Junior Doctors and Student leaders were done during the preparatory phase of ‘Enough is Enough Dilli Chalo Protest movement’ by State IMA MSN Co-ordinator Dr. A. K. Kalita, State Co- Cordinator Dr. A. K. Bhattacharyya and the College coordinators. The following official visited Medical Colleges

Historic enough is enough ‘Dilli Chalo IMA protest Movement’

Enough is Enough: DilliChalo, Chalo Rajghat: A strong team comprising leaders and members of IMA Assam State Branch participated in Dillii Chalo: IMA Protest March. “DilliChalo: IMA Protest March” on 6th June 2017 started at 8 AM from Rajghat to Indira Gandhi Indoor Stadium. Participants in white coats sported their Stethoscopes.The team with the Assembly moved to the indoor meeting at Indira Gandhi Indoor Stadium after 11 am.

Assam Bigrade participating consisted of - Dr. Hiranmay Adhikary ,Dr. Atul Kumar Kalita ,Dr. Hiranya Borah ,Dr. Hemendra Kr. Borah ,Dr. Laksheswar Bhuyan, Dr. Madhab Upadhyay, Dr. Ranabir Paul, Dr. Amit Kr. Kalwar, Dr. Bhaskar Kanti Nath, Dr. Prasanta Kr. Agarwala, Dr. Gauri Sankar Gogoi, Dr. N. Upadhyay, Ms. Rimy Dey.

PEN DOWN SATYAGRAHA - on 6th June 2017 members of Local Branches of IMA under Assam State Branch along with all other states of India.observed pen down by not writing prescription from 10 am to 11 am. Local Branches arranged banner, poster display and viewing of live Webcast and listening of IMA live radio of event at Delhi by members in hospitals, clinics.

Most of the doctors in Assam participated in the pen down strike on 06.06.2017 while IMA Satyagraha Walk – “Dilli Chalo: IMA protest March” is in progress. Emergency services were continued. Local Branch Presidents and Secretaries concerned were entrusted for execution of Pen Down Satyagraha in Medical College Hospitals.

NO NEXT DEMONSTRATION at Medical Colleges by MSN under IMA guidance with proper intimation to the authorities. Banner display, Assembly, Protest March and Discussions were organized in College campus without disturbing the examination environment from 10 am to 11 am on 6th June 2017.

LETTER TO HON’BLE PRIME MINISTER OF INDIA : From State Branches including Assam State Branch and IMA HQ sent the letter.

Members from local branches participated in the Dilli Chalo and simultaneous activities. Local Branch President & Secretaries were requested for proper pre program intimation to the authorities, press about the activities and post program reporting to press and IMA ASB. All the Zonal Secretaries were entrusted and delegated for successful execution of all the programs in collaboration of concerned branch Presidents and Secretaries in their respective zones.

We are humbled by the unprecedented display of unity, solidarity, concern & strength by all the members, local branch and state leaders of IMA Assam State Branch with overwhelming response, motivation, support, participation from all corners for this historic agitation for future dignity, autonomy of the medical profession. I congratulate & salute all the esteemed members and State, local Branch leaders for exemplary execution of Dilli Chalo : IMA Protest March & Movement action plan all over the State. And also for being a part of Dilli Chalo March physically, digitally and in various other ways.

Our next theme was 'Don't force us to go to a Nation Wide Strike'

IMA HQ teleconferencing

Quite often the President Dr. H. Adhikary and HSS Dr. A. K. Kalita participated in IMA HQ moderated teleconferences on various issues.

Scientific and Academic Activities:

  • A CME program was organized in collaboration with NL Branch at Hotel Swagat on 7th October 2017.
  • Reorientation Training on Management of Malaria and other VBDs organized on 13th November 2017 at Tezpur IMA House in collaboration with NVBDCP and IMA Tezpur Branch. IMA ASB in liaison with NVBDCP was instrumental in organizing such reorientation session at different local branches of IMA.
  • CME program on Management of Chronic Kidney Disease & Cardiac Surgery- Present Trend on 18th November 2017 at IMA House Tezpur.
  • Different local branches have organized scores of CME programs during the period on regular basis.
  • 26 ETB Sensitization CMEs organized in the state under IMA ETB Initiative.
  • CMEs in collaboration with NVBDCP on malaria & JE.
  • Plenty of quality academic activities are being organized by various branches during last two years.

Bokakhat TE issue

IMA ASB, after discussion with PDC Chairman, wrote to the District Administration and TE Authorities regarding the incidence of Bokakhat TE to ensure-

  • Proper reconciliation attempt involving all concerned including Civil Administration, Asst. Labour Commissioner, Garden Management, IMA, MIP, Labour Union concerned (BCMS, ACMS, AATSA..)
  • Proper enquiry from MIP Concerned.
  • The concerned Physician Dr. Jiten Borgohain should be aptly and honorably relocated, if required, giving sufficient time and weightage to his long dedicated service to the community.
  • Improvement of proper health care facilities in accordance with the government provisions and community need in TE Hospitals in the district including Bokakhat TE.
  • Security to the doctors in Tea Estates.

Gauripur issue

Dr. Banti Kakoti, a gynaecologist of Gauripur Hospital Pvt Ltd., was brutally attacked by relatives of one patient in the morning on 22nd Jan’18 on pretext of expiry of a serious patient. Dr. Kakoti had to be admitted in a hospital at Bangaigaon for special care. Dhubri Branch aptly and aggressively acted upon by going to the public, media and administration. On getting information we maintained constant contact with them and gave our necessary guidance to deal with the situation. 2 culprits were arrested.

Sepon TE Issue

The doctor assaulted was communicated and encouraged to lodge FIR. And latter after pursuation FIR was lodged by the TE authority. All concerned communicated and Dr. J. Konwar PDC chairman, Dr. Jeorge Bosco, Dr. A. sarmah, Dr. A. M. Baruah were entrusted.

Margherita Issue

In the wake of Marhgerita-Digboi incidence we have reacted strongly in protest. Local Branch and the victims were in constant liaison with state office. State team visited, guided the local team. Media was addressed and press release given. Now the legal battle is going on.

2nd January 2018-National Black Day against NMC Bill 2017

National Black Day on 2nd of January was observed against the undemocratic pro rich anti-poor, anti-people, non representative and anti-federal NMC Bill 2017.

  • I applaud our local branch leaders for displaying different type of protest activities, meetings, submitting & sending prescribed standard memorandums, IMA Observation documents to the respective MPs.
  • Memorandums in hard copy were sent through the Upper Assam Commissioner to all MPs from Assam and email copy sent to them directly.
  • S. Gogoi, Dr. H.K. Borah, Dr. H. Borah, Dr. L. Bhuyan and myself met MP R. P. Sarmah and handed over the memorandum after a briefing.
  • H. Adhikary and team met MP Sri Hira Sarania and handed over a memorandum after briefing.
  • Tezpur Branch team headed by Dr. L. Bhuyan, President and senior leaders submitted memorandum and observation doccuments to MP Sri R.P. Sarmah.
  • Tinsukia Branch leaders headed by President Dr. M. S. Konwar and Hon. Secy Dr. P. Agarwala met Shri Rameswar Teli, MP and handed over Memorandum.
  • Most of the local Branches under IMA ASB sent memorandum (Hard Copy/Email) to respective MPs.
  • I personally discussed with ACMR Registrar and other members and provided them the Bill copy and IMA objection documents requesting for discussion and sending memorandum from their side.
  • I had discussions and communications with Hon’ble MP B. Ajmal and Mr. Gaurav Gogoi and also provided them the bill & related documents.
  • All standard materials, guidelines were communicated to branch level with a request for organizing local branch meeting and sending view points to state for onward forwarding.
  • Due to the extraordinary display of unity and strength by the medical fraternity all over the country the NMC bill was sent to the PSC on Health & FW headed by Prof Ram Gopalji Yadav.
  • In continuation of the agitational steps taken by the esteemed members of IMA ASB, State, local branches under the guidance of our leaders and as per directives from IMA HQ subsequently letter and memorandum were sent to PSC Chairman and
  • We received latest communications from HQ warning us not to be complacent as the 2nd half of the Budget Session of Parliament is scheduled from 5th March to 6th April ‘18; therein the NMC Bill may have again been introduced.

IMA CGP Assam State Faculty

Under the able leadership of Dr. Hemendra Kumar Borah and Dr. Mihir Kr. Sen and support obtained from branches we could enroll 26 new Life Members of IMA CGP. A multi specialty Health Camp was organized at Dhekiajuli.

IMA AMS Assam State Chapter

We have been able to enroll 10 more members to IMA AMS Assam State Chapter. But we have ample of scope to do better, we need to think of.

IMA ASB HBI Chapter

IMA HBI activities are not very encouraging for last few years, new committee has been reconstituted and I have communicated with HBI HQ to move forward in consonance with HBI HQ. Only very recently Dr. Mihir Kr. Baruah has been entrusted with the Secretary of IMA ASB HBI Chapter, surely he needs some more time for attempt to move HBI forward in Assam.

IMA Assam State Branch website www.imaasb.in is not functioning due to shortfall in transfer of hoisting to state office and other technical difficulties. The domain has been kept active since I received the domain from a third party and fresh attempts are on to receive old files from the hoisting server, authority of which is not with the state office. On failing to receive the files from hoisting server the site is being reconstructed with the same domain name imaasb.in with technical help under guidance of Electronic Secretary Dr. A. K. Bhattacharjya.

IMA HQ Assignments

Following IMA ASB office bearers have been nominated with new IMA HQ Assignments-

  • Hiranmay Adhikary, IMA CGP Dean elect for 2020-21, and 1 standing committee
  • Satyajit Borah, IMA HBI Joint Secretary, Tourism and standing committees
  • Atul Kumar Kalita, IMA National MSN Joint Secretary, NWG TB, 3 more standing committees


We are very glad that IMA HQ has recognized and honored our State Branch for recent activities, IMA Assam State will supposedly be included in IMA HQ Building Initiatives, in nearly all the States in phase manner the proposed building initiative will be taken up. Also as a result of our personal appeal in HQ Special Meeting on 24th March'18 the HFC Concession period was extended up to 31st March'18 (May be we will get another brief concession window in response to our appeal). We have been receiving TA bills (HQ Part) for attending HQ meeting, sometimes processing takes some time which we need to bear.

IMA ASB has been awarded with various awards and accolades for its activities. I have noticed during last year till now that IMA ASB has gained much more importance in CWC, HQ Meetings, and activities.

These all are result of IMA ASB activities under guidance, efforts & support of all concerned who involved themselves with great commitment.

IMA Bharat Yatra

IMA BHARAT YATRA ASSAM was started on 25th Feb'18 at 9- 30 am from Tezpur and Dhubri with the slogan of’ Connect to the Society and Consolidate the Fraternity’.

DHUBRI : Dhubri local branch organized a public awareness rally and a meeting inaugurated and graced by the State President Dr. H. Adhikary on 25th March’18. Programs were organized under the leadership of Branch Secretary Dr. J. B. Roy and with the efforts of other leaders.

TEZPUR: 1) A car rally was brought out on 25th Feb'18 2018 at 9-30 am from IMA House Tezpur through the city to Tezpur Medical College. It was started & led by Hony State Secretary Dr. Atul Kumar Kalita under the guidance of Past State President Dr. Suren Gogoi, Senior VP Dr. Hiranya Borah with support and active participation from IMA Tezpur Branch President Dr. L. Bhuyan, Branch Secy Dr. D. Mahanta, leaders Dr. P. K. Barman, Dr. B. Upadhyay, Dr. D. Sangwan and Dhekiajuli Branch Secy Dr. M. Rahman, Leaders Dr. M. Roy, Dr. P. K. Nath.

2) Display of Banner, Posters on the way and at Tezpur town and Tezpur Medical College

Activities at Tezpur Medical College, Tezpur were:

  1. IMA Membership Yatra- 4 Young Life Members were enrolled
  2. Talk with Medical College Principal Dr. R. K. Kalita and Teacher, doctors updating and awareness meeting discussion on NMC, CEA, Medical Education, Transfer posting policy, opening of Medical Colleges, against Crosspathy and other issues.
  3. IMA JDN TMC convener committee was formed with Dr. Dhiraj Singh Sangwan as Coordinator of IMA TMC JDN
  4. Pamphlet distribution was done among doctors, paramedics and public.

Cycle Rally – IMA ASB and IMA Tezpur leaders and members participated in a cycle rally through the township participated by Sr. VP, HSS, CPG Director, CGP Secretary, Zonal Secretary cum Branch President, Branch Secretary Tezpur Branch members and NGO members.

NAGAON: Assam State Secretary Dr. A. K. Kalita during his Yatra on 27th Feb’18 addressed a public awareness meeting at Nagaon branch chaired by and started membership yatra enrolling few members on the spot. Dr. A. Sarmah Br. President, Dr. B. C. Borah, Br. VP, Dr. A. Goswami, Br. Secy deliberated in the meeting. Car Sticker, Pamphlet distributed and Bannering Yatra started.

MANGALDAI:::During the Yatra Assam State Secretary Dr. Atul Kumar Kalita visited Mangaldai Branch of IMA on 4th March'18 and Addressed an awareness meeting , took part in interactive discussion, distributed car sticker, pamphlet and taken up membership Yatra Assam activities. Mangaldai Br. Secy. Dr. Arabinda Deka anchored the sessions and deliberation was given by Br. Vice President Dr. P. Choudhury, Dr. P.K. Tahbildar. Postering and bannering Yatra weas strated in presence of Hony State Secretary.

RANGAPARA: Rangapara Local Branch was visited by Hony State Secretary of IMA ASB during his Yatra in the State on 10th March'18 for revival of the glorious local branch. Under the guidance of Hony. State Secretary Dr. A. K. Kalita and in presence of North Zone Secretary Dr. L. Bhuyan a strong E. Committee was formed with Dr. Dillip Kumar De as Branch President, Dr. Girindra Kr. Deka as Hony Branch Secretary in a GBM held at 8-30 PM.

GOOD WILL MISSION : JAMUGURIHAT: As a part of IMA ASB Sadbhabana Yatra State Secretary visited Jamugurihat and displayed Good wish and Congratulating Banner for the devotees attending the sacred & famous Barechaharia Bhaona Mahotschab. In a goodwill discussion with the Organizing Committee Chairman ,Sri Padma Hazrika MLA and a strong political voice of Assam and committee officials , the IMA team apprised them of evil implication of NMC on public and some other issues of IMA.

BONGAIGAON: ASB President Dr.H. Adhikary flagged off and participated in Cycle Rally on 11th March’18 organized by Bangaigaon Branch.

JORHAT: HSS Dr. A. K. Kalita and North Zone Sectretary Dr. L. Bhuyan visited Jorhat attended and addressed IMA JMC MSN Council Formation Meeting organized on 15th March’18 under guidance of IMA ASB MSN State Coordinator Dr. A. K. Bhattacharyya. Student Council was formed with Ms Shivangi Sahu as Student Chairperson. IMA JDN working group meeting organized by conveners Dr. B. Bakal and Dr. P. P. Borah was attended by Dr. A. K.Kalita, Dr. A. K. Bhattacharyya, Dr. L. Bhuyan. State Coordinator was Dr. N. N. Ganguly. Joint Secretaries entrusted for help and assistance were, Dr. P. Agarwal- AMC, JMC; Dr. J. Basumatary- TMC, Dr. R. M Sarmah- GMC, FAMC.

MembershipYatra and distribution of LM certificate done in a meeting, branch rejuvenation activities started, also visited JMC and interacted with some of the faculties, students.

DERGAON: General meeting of local doctors, IMA Bharat Yatra awareness and membership yatra activities taken up on 15th March’18. Dr. A.K. Kalita, Dr. L. Bhuyan. Dr. AK Baruah addressed the gathering. IMA Dergaon Branch formed with Dr. Ranjit Hazarika as President and Dr. Gunottam Borah as Branch Secretary. Appreciation and congratulatios to Dr. A.K. Baruah, Dr.R. Hazrika and Dr. Gunottam Borah.

MARIGAON: After a week long groundwork initiated by HSS and untiring efforts exerted by Dr. J. K Nath IMA Marigaon Branch was formed in a general meeting on 16th March’18 with Dr. Nakul Ch. Baruah as president and Dr. J. K. Nath as Branch Secretary. I paid three visits to Marigaon/Jagiroad during the process. Appreciation and congratulatios to Dr. J. K. Nath, Dr.N. C. Baruah and Dr. L. P. Das.

KARIMGANJ: With efforts from Dr. A.K. Patoa & Dr.R. Paul under guidance of State office, IMA Karimganj Branch was formed on 18thMarch’18 with Dr.Manash Das as President and Dr. Debatosh Paul as branch Secretary. Appreciation and congratulatios to all of them.

NAZIRA SIMALUGURI: Revived with the efforts of State Secretary, East Zone A Secretary Dr. A. Sarmah, new committee was formed in a general meeting held on 17th March’18 with Dr. H. Gogoi as President and Dr. M. Rahman as Branch Secretary. Addressed by Dr. AK Kalita and Dr. A. Sarmah, attended by SWC member Dr. PP Sarmah and Dr. M. Baruah from Sivasagar. IMA Bharat Yatra interactive discussion was held , Membership activity taken up.

SIVASAGAR: HSS had a strategy discussion with East Zone A Secretary and Sivasagar Branch Secretary and SWC members. Membership Yatra activity with enrollment of 22 new life members was done. LM certificates were handed over.

TINSUKIA: IMA ASB President, HSS, Past president Dr. N, Dutta were present and flagged off a Zonal Car Rally from IMA House Tinsukia on 18th March’18. Membership Yatra activity by HSS with Branch Secretary carried out.

DIBRUGARH: The President, HSS, Jt. Secretary, Convener IMA ASB JDN participated in the Zonal Car Rally, public awareness meeting, interactive session, press conference on 18th March’18. Membership Yatra continues in full swing with continuous encouragement and support from state office and historic achievement as a result of record breaking efforts from branch Secretary Dr. Bedanta Bhuyan and Branch President Dr. D. K. Bhattacharyya in enrolling 172 life members. I salute you both and the team IMA Dibrugarh for this accomplishment.

IMA WOMEN DOCTORS WING:

Different Community Service Activities are being taken up. International Women’s Day observed with various charming and medico socially important activities. Dr. Sikha Sarmah, Dr. Manjima Baishya Ganguly, Dr. Bijuli Goswami, Dr. Priti Rekha Saikia attended WIMALS at IMA Hq on 13th October 2018 with great representation. Recently under the aegis of IMA ASB WDW International Woman’s Day programs were organized in different branches as well as at state level under the stewardship of Dr. Sikha Sarmah aptly supported by Dr. B. Deka, Dr. MB Ganguly and State office.

Doctors Mahapanchayat

On 24rth March’18 HSS attended the core committee meeting at IMA HQ and was nominated for panchayat presentation.

National Leaders Visit To Assam

IMA National Leaders team including HSG,VP were received at Guwahati Airport by the President, HSFS, Joint Secretary at the airport on 3rd April’18. They were received at Tezpur IMA Tezpur Branch officials and SVP, VP, HSS.

The National President and HFS Hq were received at Guwahati by the President, HSS, North Zone Secretary, Dr. L. Bhuyan on 5th April’18.

Press Meet and Interaction at Guwahati

The National President Dr. Ravi Wankhedkar, HSG Dr. R, N, Tandon addressed the press at Guwahati. Which was followed by interactive session with members and students. Leaders were felicitated. HSS said to the National President and HSG that HQ meetings should not be organized during Rangali Bihu. Imm. Past Secretary of IMA ASB brought in about some discussion that was supposedly done during NELM regarding regional IMA structure in North East. HSS said that the matter should be discussed in SWC, CC, abiding by the Constitution.

IMA ASB Membership Yatra

I offer my sincere thanks to all the Branch Presidents, Branch Secretaries, other IMA members, officials who have been instrumental and all others who supported the IMA ASB Membership Yatra a very enthusiastic drive from State Secretary’s office taking advantage of rebate in Membership fees by HQ. Special applause for you all , as a result of untiring and sincere efforts from our team IMA ASB we could enroll 533 life members, form 3 New Local Branches (Dergaon,Morigaon, Karimganj), rejuvenate some of the inactive/less active branches. I salute those who have responded to our appeal and put maximum thrust in membership enrollment.

I further appeal all others to join whole heartedly in this movement to strengthen the organizational base.

IMA AIOS PDB project

The project was launched in Assam on 20th May’18 with a day long program.

National Chairman and convener Dr. NSD Raju & Dr. BNR Subodhi of the project respectively graced the occasion. A cycle rally and an walkathon was arranged and inaugurated by National Project Chairman Dr. Raju in presence of Dr. Subodhi, President Dr. Adhikary, OSA State president Dr. H. Bhattacharjya and HSS Dr. A.K. Kalita. The rally cum walkathon started from Sri Sankardev Netralaya was participated by IMA officials,members , AIOS officials, members , paramedical workers, student and public. An Awareness meeting and Diabetic retinopathy screening camp was organized at Sonapur where a strong team of IMA ASB and AIOS Assam provided service.

In the evening the project launching meeting was organized at Hotel Gateway at Guwahati which was presided by President Dr. Adhikary and Chief Guest Dr. A. K. Barman launched the project officially in presence of National Project Chairman and Convener. I offer my special thanks to National officials, Dr. H. Bhattacharjya, Dr. Rajumani Sarmah, Mr. Amalin Phukan, Mr. Dhairjyaseel Deka and ofcourse the State President.

IMA AIOS PDB project activities were planned and executed by Tezpur, Tinsukia, Morigaon branches. Diabetes, Retinopathy screening and Awareness activities were done.

 IMA FSI 

  • IMA FSI workshop on 19th September'18 at New Delhi was attended by Dr. H. K.Borah, Chairman, IFSI of IMA ASB and Dr. L. Bhuyan, Secretary, IFSI of IMA ASB.
  • IMA FSI programs in Assam Track Six led by Asst Director of FS to GOI P. Misra, was well executed in Assam under Chairman and Secretary Dr. H. K.Borah and Dr. L.Bhuyan respectively They were aptly supported by State President and State Secretary. Very effective and visibly charismatic programs were organized at Hojai, Tezpur, Nagaon, Bongaigaon under direct guidance from IFSI Assam Chairman & secretary with support from state office , government.

  • IMA End TB Initiative National Sensitization and Project Implementation Workshop in Mumbai on 07thand 08th July was attended by the President Dr. H. Adhikary and HSS Cum NWG member Dr. A. K. Kalita.

Zero Tolerance against Violence

Press meet at Jorhat on 15th June’18 at Doctor’s Club was addressed by President, HSS, El. S. Secretary in presence of IMA jorhat members and IMA MSN, JDN Jorhat Medical college.

InternationalDisaster Management Training course

We were very fortunate to have the opportunity to organize InternationalDisaster Management Training course (under USAID, ADPC & IMA Disaster management cell facilitation) from 30th June’18 to 3rd July’18 at Guwahati. Good number of global faculties imparted the training and good number of participants from different states of the country, representative doctors from different sectors were trained in the highly academic course of practical importance. This HOPE training was a grand success.

Doctors’ Day Observations

  • Doctor’s Day was observed at Guwahati with awareness drive about Safe Fraternity Week observation, Zero tolerance to violence and Voluntary Blood Donation Week with emphasis on Component Transfusion. Doctors and HOPE faculties from different countries and participants from other states were felicitated on the occasion.
  • A Voluntary Blood Donation Camp was organized at GMC by IMA ASB with abbot laboratories ltd on 30th June2018 in response to IMA HQ Appeal to organize VBD Camps on the occasion of Doctor’s Day. I sincerely thank Dr. S. Sarmah, Dr. A. Phukan, Dr. B. Handique for their selfless service for the noble cause.
  • Doctors Day Celebration by Local Branches : It is very much delighting that most of the branches observed Doctor’ Day in befitting manner as per IM HQ & State guideline as well as innovative activities of branches. I salute all the members for their exemplary display in diverse ways of activities during Doctor’s Day celebration. Blood Donation Camps organized by branches like Barpeta Road, Nagaon, Mangaldai, Gohpur and others are encouraging. Social Media updates depict that branches like Nalbari, Barpeta Road, Bangaigaon, Dhubri, Mangaldai, Tezpur, Gohpur, N. Lakhimpur, Dibrugarh, Tinsukia, Golaghat, Nagaon, Cachar, Marigaon, Dhekiajuli, Hojai and others observed the day extremely well.

One SLS CME on 27th September 2018 and 21 DLS CMEs in different districts were organized, I congratulate the district coordinators , Branch President and Secretaries. We have received the remaining amount for those who have submitted reports. We request others to submit the report at the earliest. Meetings of IMA ETB Initiative with State TB Cell on 24th August and and 25th September 2019. HSS attended National Video Conferences with CTD of GOI.

IMA Dhikkar Diwas against draconian NMC Bill 2017

Observed on 28th July’18 all over the state by the branches with various activities- Social Media campaigning, Press meet , Press release, Banner, Poster, Hoarding display, Handbill distribution, Memorandum via email and hard copy. State President gave press statement, State Secretary guided by Past Presidents Dr. S. Gogoi, Dr. H K Borah and Two vice presidents, other state officials along with some of the Tezpur Branch members sent hard copies of memorandum to Hon’ble PM and Union HM.

All India Protest Day observed on 4th January 2019.

I sincerely offer my heartiest congratulations to all for exemplary display of unity and solidarity during the historic freedom struggle of IMA against National Medical Commission BillIMC Bill 2018 and the IMC Ordinance 2019 , Consumer Protection Bill 2019.

We feel relieved and righteous that all the bills have lapsed and deferred. We acknowledge the great contributions from leaders at all levels and members who have sacrificed and fought for the cause of the fraternity, which will be recalled by generations to come as reassertion of identity and fortitude of the profession. But my dear colleagues we need to be alert and vigilant.

  • National President Elect Santanu Sen just after declaration of election result visited Assam on 20th November 2018 and was felicitated by myself at hotel vivanta Guwahati on very short information received. Assam became the first state of his visit after declaration of the result. Honorable National President then visited Cachar where our local Branch offered very warm welcome in a very well organized function. Our Natioal President again visited and addressed an all wing meeting of IMA ASB at hotel Kiranshree Grand at Guwahati.
  • National Vice President Dr. A. Pachnekar, Finance Secretary Dr. R. Dutta, IMA HBI Chairman Dr. V. K. Monga, Past HSG Dr. R. N. Tandon then visited Assam on 17th February 2019 and were felicitated at Alfresco Grand with endearing warmness and hospitality.

Recently IMA Health Manifesto has been launched by Hon’ble NP Dr. S. Sen at N. Delhi and I appeal you all to go through it and act according to the HQ guidelines; all the materials already circulated.

With this I am concluding and fervently offer my thanks and gratitude to you all the esteemed members and officials of IMA Assam State Branch.

In my sincere submission towards the Association during the tenure if I have hurt anybody unintentionally and for any act of omission and commission I do regret. All the successes of IMA Assam ASB are result of concerted sturdy efforts from you all and I humbly shoulder all the deficiencies and shortfalls. I am very much obliged to each one of you…………….
